A contract manufacturer sources raw materials and manufactures cosmetic products on behalf of another company (the brand owner). This enables companies to create products without the need to obtain expensive manufacturing equipment and having to maintain them. Many contract manufacturers also formulate on behalf of other companies and test these products for stability.
